Sumter County is Presently Seeking: 
Staff Appraiser for the Assessor's Office

Examples of Work Performed: : 

Under limited supervision, discovers, lists, assesses and appraises real and personal property in Sumter County, ensuring that all property is properly and equitable assessed for tax purposes in accordance with state and local laws.  Maintains accurate records and reports.  Collects information regarding properties to be appraised.  Conducts field inspections; measures buildings and lots; researches and analyzes market data and other information.  Properly and equitably assigns values to real property - including new and existing construction, improvements and additions to property - for tax purposes in accordance with state and local laws.  Assesses property damage.  Receives and responds to public inquiries and complaints regarding property taxes, property appraisals and assessments.  Maintains accurate and up-to-date records, enters appraisal results and other information into the computer. Completes and submits various forms and reports as required.   Prepares cases for appeals.  Attends meetings as necessary.  Performs general clerical duties as needed, including but not limited to typing reports, filing and making copies of documents.   Receives, reviews, prepares and/or submits various records and reports including special applications, review forms, sales ratio reports, maps, soil studies, plats, deeds, sales analysis sheets, assessment notices, building permits, vehicle maintenance reports, diagrams, property cards, production reports, mobile home moving permits, rollback estimates, appraisals, memos and correspondence, etc. Operates a variety of equipment such as a computer, printer, telephone, calculator, copier, fax machine, map reproduction machine, scales, measuring tape and vehicle.   Interacts and communicates with various groups and individuals such as immediate supervisor, Assessor and Deputy Assessor, co-workers, County department heads and employees, realtors, fee appraisers, attorneys and the general public.  Assists in processing discount and exemption applications.  Monitors and processes property splits and rollbacks.    Assists in training new employees.  Performs related duties as required.  Reports to the Appraisal Supervisor.

Required Knowledge, Skills & Abilities: 

Has thorough knowledge of the methods, procedures and policies of the Office of the Tax Assessor as they pertain to the performance of duties of the Staff Appraiser.  Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.  Has thorough knowledge of the organization of the department and of related departments and agencies.  Has knowledge of the functions and interrelationships of County and other governmental agencies.  Has the ability to offer assistance to co-workers and employees of other departments as required.  Is able to perform property appraisals at market value with accuracy and equity.  Is able to analyze, interpret and apply market data.  Has knowledge of basic residential construction codes and standards.  Is able to occasionally work out-of-doors in uncomfortable physical conditions.  Has the ability to use independent judgment as needed in performing routine and non-routine tasks.  Is able to take the initiative to complete the duties of the position without the need of direct supervision.  Is able to read and interpret financial, legal and technical documents and related materials pertaining to the responsibilities of the job.  Knows how to prepare reports and correspondence with accuracy and in a timely manner.  Has comprehensive knowledge of the terminology and various professional languages used within the department.  Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation.  Is able to deal effectively with irate taxpayers.  Knows how to react calmly and quickly in emergency situations.  Has the mathematical ability to handle required calculations.  Has the ability to plan, organize and prioritize daily assignments and work activities.  Has good organizational, technical and human relations skills.  Has the ability to learn and utilize new skills and information to improve job performance and efficiency.  Has skill in the use of computers.  Has knowledge of the standard tools, materials and practices of the trade.  Has skill in the care and use of required tools and equipment.  Has knowledge of the occupational hazards and safety precautions of the trade.

Minimum Requirements: 

Requires a college degree in related field or high school diploma supplemented by one to two years of experience in property appraisal, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.  Real Estate Appraiser license is a plus.
