Newman leads Pledge of Allegiance before Council meeting
Sumter Veteran Lance Newman Tuesday evening led the Pledge of Allegiance before Sumter County Council’s regular meeting.
Council Chairman James T. McCain Jr. noted that Newman served our Nation in the United States Marine Corps from 1983 to 2006, and was deployed four times to Iraq and Afghanistan. He received several meritorious service awards during his career, and has dedicated his life to serving Veterans in the Sumter community and across the state.
“Thank you for your service,” McCain said.
Newman lives in District 7, which is represented by Councilman Eugene Baten.

Sumter County Council's May 14, 2024, meeting
Sumter County Council Tuesday evening dealt with land use matters and more during its regular meeting.
Sumter City-County Planning Director Helen Roodman spoke first about a request to rezone a portion of two split-zoned parcels at 3520 and 3580 Thomas Sumter Highway from Agriculture Conservation (AC) to General Commercial (GC). Total acreage of the properties is 8.4 acres; the area to be rezoned as GC is 1.98 acres. Councilman Charles Edens recused himself.
First reading was approved. Councilman Carlton Washington abstained.
Roodman then spoke about a request to rezone two parcels at 408 and 410 East Red Bay Road and 1033 Boulevard Road from Agricultural Conservation (AC) to General Commercial (GC). Total acreage is .88 acres.
Roodman said the Planning Commission recommended a change to Neighborhood Commercial (NC) and not GC.
First reading was approved.
Roodman then spoke about a request to amend Article 1.h.4.b of the Sumter County Zoning & Development Standards Ordinance to add a provision stating the Zoning Board of Appeals may not grant variances to the special design criteria outlined in Article 5.b.3 of the ordinance for hazardous and/or potentially disruptive land uses. And amend Article 1.h.4.c in order to clarify that the City-County Board of Zoning Appeals may modify a Special Exception Use Approval impose additional conditions upon the proposed use, not to relax established Special Exception Use criteria.
After discussion, the issue will be sent to committee.
First reading was approved.
Sumter County Attorney Johnathan Bryan spoke next about an ordinance authorizing the sale of property located on Old Manning Road and Divine Street.
No one spoke during the Public Hearing. Third reading was approved.
Sumter County Administrator Gary Mixon spoke about an ordinance authorizing the sale and issuance of General Obligation Bonds, Series 2024, in the amount of $3,500,000, in Title Only, to fund capital purchases for County Government.
First reading was approved.
Mixon then spoke about an ordinance to fund the operating budget of County Government for the upcoming Fiscal Year.
First reading was approved.
Council Vice Chairman Jimmy Byrd reported on an earlier Internal Affairs Committee meeting during which several people were recommended to serve on boards and commissions.
During Public Comments, residents advocated for roads, prayer, safety, and unity.
